Leaders in the Michigan House and Senate are trying to make sure legislation to overhaul the state’s unique no-fault auto insurance system is “100-percent baked” before any votes. That phrase is from Amber McCann, the spokeswoman for Senate Majority Leader Mike Shirkey, and explains it means they want all the details ironed out up front. Michigan drivers are paying the nation’s highest insurance premiums, and efforts to change the system have fallen short for years.
